An ex-Brit gives his views-(without fear
or favor)---of the American Scene
International Confederation of Nations:
The initial task of the International Confederation
of Nations would be the election of a President and Vice-President,
by a democratic vote of all members of the Confederation,
as outlined in the International Constitution.
The President and Vice-President of the Confederation
would be rotated every four years.
The President of the Confederation would hold the chairmanship,
and preside over a board of thirty-five members of the
Confederation comprising five, seven member Committee
Directors from each Branch of the Confederation, who would
be elected by members allocated to the five branches of
government.
This governing body would be tasked with the extremely
difficult duty of trying to maintain World peace by the
improvement of the living conditions of people worldwide
and intervening between warring factions when required.
Executive Branch:
Would be tasked with enforcing the laws of the
constitution as approved and ratified by the International
Confederation of Nations.
I’m sorry that I can’t be more definitive
- Rome wasn’t built in a day, and I’m certainly
not in a position to explain or expand on every little
detail, but you get the idea. What you see is what you
get.
Judicial Branch:
Would be tasked with interpretation of the laws of the
constitution as approved and ratified by the International
Confederation of Nations.
Administration Branch:
Would be responsible for the authorization and
collection of all monetary fees, (levied upon member countries),
required to support the expenditures of the International
Confederation of Nations.
They would also be tasked with the responsibility of auditing
all monetary budgets and the accuracy of all expenditures
allocated for the upkeep of the other four Branches of
the Congress.
Military Branch:
NATO would be renamed the "International
Peace-keeping Force", (IPF), and would be an immediate
readiness force able to despatch troops, aircraft, ships,
etc, at an hours notice to any location in the world to
confront any nation considered to have contravened the
laws of the International Confederation Constitution and
were arming to conduct a war.
The new force would obviously have to be extended considerably
from the current NATO force by the addition of a large
number of troops, most of which would be seconded from
member nations. The number of troops to be provided by
each nation would be based upon a percentage of the adult
population of each and every member country.
The International Peace-keeping Force would be the only
"official" military armed force of the world
with the authority to intervene in the internal affairs
of any country that is involved in militant action within
or outside the international borders of that country.
The International Peace-keeping Force would have headquarters
based in several locations worldwide and also would have
small nominal Peace-keeping forces located in detached
military bases in each member country.
Now, there is a major problem of great magnitude to start
with, world domination by a military force made up of
many nationalities, with distinct and different customs
and loyalties. I didn’t say that this was going
to be easy.
Let us for an instance imagine the world split into say
a minimum of ten geographic sectors, Europe, the Balkans,
the Baltic states, the Middle East, the Far East, Asia,
the Pacific Rim, North Africa, South Africa and the Americas
(North and South), with each sector having a self contained
International Peace-keeping Force located in central military
headquarters with detached bases located in major cities
within each member country, coming under their jurisdiction.
This military force would have the authority to intervene
and take action, (when approved by the International Confederation
of Nations), against any country or countries coming under
their jurisdiction known to be preparing for military
action, or having war like intentions. A centralized International
Peace-keeping Force, (Supreme Command), reporting to the
International Confederation of Nations, would be located
in a neutral country and have the ultimate control of
the worldwide International Peace-keeping Forces, politically
and financially. Each worldwide International Peace-keeping
Force would be made up of say an arbitrary number of 70%
indigenous troops and commanders, and the members of the
remaining 30% of the force would be designated by the
central Supreme Command.
The International Confederation of Nations would have
the authority to issue orders to the International Peace-keeping
Force to act against nations, by what ever means at their
disposal and deemed necessary, to restore law and order
within those nation and bring the people responsible for
any infraction of a "International Constitution"
to stand trial by a Supreme Court of International Justice,
assembled in whatever country the International Confederation
of Nations leadership agrees to be located. (Preferably
a neutral country such as, say Switzerland). The perpetrators
of crimes against humanity, would be tried initially by
the Supreme Court of the country in which the crimes were
committed, and their judgement would then be submitted
to the Supreme Court of the International Confederation
of Nations for ratification.
