An ex-Brit gives his views-(without fear
or favor)---of the American Scene
Suggestion for consideration:
The suggestion is that an "International
Confederation of Nations", (ICON), would invite the
current principal leaders of all world nations to select
leading, educated, and elected political party members
of their country to participate as permanent active congressional
members of the International Confederation of Nations,
no matter how large or small that nation may be.
I was going to suggest that each country applying for,
and being granted membership, under a purely democratic
constitution would have one equal and independent vote,
but obviously that wouldn’t work for obvious reasons,
so I changed the voting procedure so that each congressional
member elected to the Confederation would have one vote.
The number of congressional members assigned to each member
country would be assessed by the International Confederation
of Nations on the basis of location, population, and GNP/GDP,
in order to determine the member country’s financial
and military capabilities, as it would be the responsibility
of all member nations to fund the International Confederation
of Nations and its four branches according to their financial
means, and provide supporting troops as required.
The International Confederation of Nations would be tasked
with establishing laws that would be acceptable to the
members of the Congress as a whole and these must be laws
that can be enforced. (*)
Note: The membership would exclude rogue nations who openly
and deliberately condone and support terrorist factions,
terrorist actions, and any other means of terrorism.
(*) An
acceptable and enforceable "International Confederation
Constitution", (ICC), would have to be prepared,
studied, and approved, which of course would take several
years, (if ever), to get full approval by the membership,
as it would be expected that there would be many detractors
and much opposition. I would suggest that the International
Confederation Constitution be prepared by a committee
of the best legal minds in the world, who when preparing
the document would take into account any and all national
preferences, such as geographic location, language, religion,
and existing local and national laws. All member countries
would be charged with the governing and policing of their
own country, and each country would be allowed to have
a limited armed Civil Defence Force for self-protection
purposes.
Of course, if the European Union cannot agree on the acceptable
content and wording of a new constitution what chance
is there of producing a new International Constitution.
Not a hope in Hell one might say.
